A self-driven leader with 15 plus years of procurement, and supply chain management in the CPG manufacturing and financial services industries. Horacio is a director of procurement for direct and indirect procurement who has been delivering and executing purchases on time, on budget. In addition, he has purchasing experience with direct raw materials chemicals, reagents, components and he also brings expertise indirect P2P of legal services, marketing services, office supplies, computers, IT software, cafeteria services, office equipment, and related purchases where he knows how to negotiate to close contracts.

Horacio brings over 10 years’ supply chain strategy and procurement experience solving delivery, negotiations, customer service, and sourcing problems, contracts, supplier relationships, supplier onboarding for e-payments, e-auctions, and creating RFI’s, RFP’s and KPI’s and SLA’s for large multi-year multi-million dollar contracts. He has also implemented over 10 procurement system for direct and indirect procurement as an industry executive and with industry and consulting clients.

Horacio can be described as having excellent people management skills and business relationship skills to be able to manage supplier relationships globally. At Parts River Horacio managed all procurement operations including IT, spare parts, indirect and direct materials purchasing for CPG, food manufacturing, banking, automotive, transportation, and high-tech clients. In addition, he has worked with different business units to create RFP’s, conducting e-auctions, assessing supplier financial viability, and supplier diversity. All this involved extensive spend analysis bringing in data from multiple systems, negotiations with the top suppliers, and developing new performance-based contracts with the suppliers.
Horacio works extremely well with others, building teams, coaching on strategic sourcing, and mentoring people in an area where service and cutting costs are critical for the survival of many different businesses.
